Six measures to improve green manufacturing system.
Huang Libin pointed out that during the “13th Five Year Plan” period, the Ministry of Industry and Information Technology took green manufacturing as an important starting point for green industrial development, and issued the Guidelines for the Implementation of Green Manufacturing Projects (2016-2020). With major projects and projects as the traction, and the construction of green products, green factories, green parks and green supply chain management enterprises as the link, the Ministry of Industry and Information Technology promoted the application of green technologies and the coordinated transformation of the industrial chain supply chain, Support the “fundamentals” of green manufacturing. By the end of 2021, more than 300 major green manufacturing projects have been organized and implemented, 184 green manufacturing system solution providers have been released, more than 500 green manufacturing related standards have been formulated, 2783 green factories, 223 green industrial parks and 296 green supply chain enterprises have been cultivated and constructed, playing an important leading role in green and low-carbon industrial transformation.
Huang Libin said that, in the next step, the Ministry of Industry and Information Technology will seriously implement the decisions and arrangements of the CPC Central Committee and the State Council, and focus on promoting green manufacturing from the following six aspects:
First, establish and improve the green manufacturing and service system. On the basis of sorting out and summarizing the experience of promoting the construction of green manufacturing system during the “13th Five Year Plan”, and in combination with the new situation, new tasks and new requirements, we formulated and issued guidance on the comprehensive implementation of green manufacturing, and made overall arrangements for the implementation of green manufacturing during the “14th Five Year Plan”.
Second, build a green and low-carbon upgrading and transformation policy system. Adhere to the coordinated promotion of carbon reduction, pollution reduction, green expansion and growth, make good use of central and local fiscal, tax, financial, price and other policy resources, form a multi-level, diversified and package support policy system, and support and guide enterprises to continue to implement green and low-carbon upgrading.
Third, improve the green low-carbon standard system. We will strengthen the planning and construction of green and low-carbon standard systems in industry and information technology, give full play to the role of standardization technology organizations in various industries, and accelerate the formulation and revision of relevant standards.
Fourth, improve the green manufacturing benchmarking cultivation mechanism. Establish and improve the green manufacturing benchmarking cultivation mechanism, and combine the cultivation and construction of green factories, green industrial parks and green supply chains in recent years to create a leading green manufacturing benchmarking for gradient cultivation.
Fifth, establish a digital enabling green manufacturing guidance mechanism. Promote the deep integration of emerging technologies such as big data, 5G and industrial Internet with green and low-carbon industries, and accelerate the application of new generation information technologies such as artificial intelligence, Internet of Things, cloud computing, digital twins and blockchain in the field of green manufacturing.
Sixth, deepen the international exchange and cooperation mechanism of green manufacturing. Relying on existing multilateral and bilateral cooperation mechanisms, strengthen international cooperation and exchanges on green manufacturing around industrial green and low-carbon technology innovation, achievements transformation, policy standards and other aspects.
Promoting “Six Tasks and Two Actions” to Ensure the Peak of Carbon in Industry
“Industry is a key area of energy resource consumption and carbon emissions, which has an important impact on the realization of carbon peak and carbon neutralization in the whole society.” Huang Libin pointed out that, according to the deployment of the State Council’s Action Plan for Reaching the Carbon Peak by 2030, in early August, the Ministry of Industry and Information Technology, together with the Development and Reform Commission and the Ministry of Ecology and Environment, issued the Implementation Plan for Reaching the Carbon Peak in the Industrial Sector, formulated the ideas and key measures for reaching the carbon peak in the industrial sector, and clearly proposed that by 2025, the energy consumption per unit of added value of industries above the designated size would decrease by 13.5% compared with 2020, and the carbon dioxide emissions would decrease by more than 18%, The carbon emission intensity of key industries has decreased significantly, and the basis for reaching the peak in industrial carbon has been strengthened; During the “Tenth Five Year Plan” period, the intensity of industrial energy consumption and carbon dioxide emissions continued to decline. A modern industrial system featuring high efficiency, green, recycling and low carbon was basically established to ensure that carbon dioxide emissions in the industrial sector reached its peak by 2030.
According to Huang Libin, in the next step, the Ministry of Industry and Information Technology will work closely with relevant departments to promote the implementation of “six major tasks and two major actions” based on the deployment arrangements such as the Implementation Plan for Carbon Peak in the Industrial Sector.
“Six major tasks”: first, deeply adjust the industrial structure; second, deeply promote energy conservation and carbon reduction; third, actively promote green manufacturing; fourth, vigorously develop the circular economy; fifth, speed up the reform of green and low-carbon technologies in industry; sixth, deepen the integration of digital, intelligent and green technologies; take comprehensive measures to tap the potential; while maintaining the basic stability of the proportion of manufacturing industry, ensuring the safety of the industrial chain supply chain and meeting reasonable consumption needs, The goal vision of carbon peaking and carbon neutralization will run through all aspects and the whole process of industrial production.
“Two major actions”: First, the peak reaching action in key industries, and the relevant departments to accelerate the release and implementation of the implementation plan for carbon peak reaching in key industries, implement policies in different industries and continue to promote, gradually reduce the intensity of carbon emissions and control the total amount of carbon emissions; Second, the supply action of green and low-carbon products, focusing on building a green and low-carbon product supply system, and providing high-quality products and equipment for energy production, transportation, urban and rural construction and other fields.
